Victoria Cooper-Enchia is a public sector reform expert with more than 35 years of experience in comprehensive public sector and institutional reform. Victoria has more than 35 years of experience in public sector reform in Africa, with extensive periods in Liberia, Ghana and Sierra Leone. She specializes in directing complex, multi-disciplinary, cross-sector public sector projects that require a seasoned professional capability of working in the most senior levels of Government.

Victoria has transformed the public sector pay regimes in two African countries, created the institutional framework for several regulatory agencies, provided commercialization plans for state owned enterprises, in Ghana and Sierra Leone directed management and functional reviews for over 80 Ministries and Agencies and in Liberia directed a team of subject matter experts to introduce mobile money for salary payments, introduce technology to concessions management, expand the use of technology across Government, enhance the capacity of the Government’s training institution to build capacity of civil servants and transform the administrative support functions in 14 Ministries, Agencies and Commissions.

Victoria is the President of CoEn Consulting and was a Partner at PricewaterhouseCoopers. She holds a MBA in International Business and Finance from Columbia University, New York, NY and a BBA in Finance and Economics from Boston University, Boston, Mass.
